What is meant by "burden" of a computer?

A friend of mine got a computer that was loaded at 1 GHz Windows Millieum time purchase, but later updated to Windows XP. When the cable company came back to connect your computer to the Internet via cable modem, the technology told him lead his team to a shop and have recharged. What is the charge? And if that means reformatting the disk drive, you Windows operating system (Windows XP now) can be downloaded from an external drive so it can be reinstalled after the hard disk has been formatted? His friend did not give the disc upgrade Windows XP. I mean, the OS can be downloaded on an external hard drive if it can be reloaded after the new internal hard drive reformat. Once again, my friend does not drive to reload Windows XP ….. that is why I asked the question.

To be honest, this seems a bit strange to install a cable modem, unless has problems. From the context, I say they want to completely clean the disk itself.
