Windows don `t start when I have a hard external USB drive plugged in. Is this normal?

Today, I was rebooting my laptop with a USB external hard drive connected and then I see a black screen with a small dotted line in the upper left corner. I waited for about 30 seconds, but I can not load Windows. I do not know what to do for me to disconnect the drive and press ctrl + alt del, then the system restarts and Windows just started as usual. As a result, my external hard drive was the reason that computer refused Windows Startup? Why? or is there any other problem that concerns me? Thank you for reading this and please, help me!

This is what u need to do to solve this problem: Connect the hard drive after booting Windows, as if you connect the computer before starting think your source for a start and try to boot from it.
