How to reformat an external hard drive does not appear in My Computer, Windows XP?

First, do not know if this is the problem, if I reformat the disk or not (I just bought a SATA hard drive and a SATA External Enclosure, put them together, and connects to my laptop … team recognizes that the device mass storage USB but I do not see in My Computer as for my other HD) … Second, I feel a kind of stupid.

All the new drives are clean. 2 solutions: 1 – try to force a format USB mass storage format or right click and Properties. 2 – Install http://www.freedownloadscenter.com/Utilities/Disk_Maintenance_and_Repair_Utilities/Super_Fdisk.html, open and external hard drive should be visible.
