How can I format my external hard drive to Mac-compatible PC?

I have a Seagate 250GB external hard drive that is formatted for Windows. I put files in it from a PC and can access it on my MacBook, but nothing on my Mac record / write to disk. I know I need to clear and DOS (FAT32) or create an account (NTFS?) but I do not know what or how. What is the difference between the two formats? Then someone if you Please walk me step by step or me to a site that explains how to format a hard drive? If it makes a difference, most of my files from my mac will (OS X 10.4 Tiger) After the format, which I divide?
