Why external HDD enclosure / caddy does not work?

I have a lot of old IDE hard drives 3.5-inch sitting without nothing. I bought space in the past but I think after a few applications to stop working. Windows fails to recognize them. Sometimes I can begin to transfer between PC and the hard drive, but it fails and disappears from the My Computer window. Ive just tried a few discs, IDE to USB cables and caddies. Whenever I have the same thing. These things are never meant to work? Why are they a high failure rate?

You said that your hard drives are old, that's probably why Windows is hard to read. Try performing a diagnostic test on the disc hard to see if there are errors.
